Brief for Animated video – Describing Process Evaluation

The Greater Manchester Moving Plan sets out our shared ambition to achieve a major increase in the number of people engaged in physical activity.

Greater Manchester (GM) Moving will support 75% of people to get active by 2025 and make regular exercise the norm for residents of all ages and backgrounds.

Doing things differently, the GM Moving approach to evaluation.

GM Moving use a whole system change approach to improve physical activity. Understanding the factors that underpin system changes, (which enable individual behaviour changes – in this instance an individual moving more on a permanent basis – lifestyle change), is complex. Our evaluation team measure: what is the process of creating change, and what enabled these changes to happen, or not.

The requirement

We are seeking the development of an animation to broadly unpick and explain to audiences who are unfamiliar system process evaluation the following:

  • Many things influence people’s ability to move more: where we live, work and play, the amount of green space we have access to, how safe we feel in our environment, whether we are encouraged to move more whilst at work.
  • GM Moving is trying to redesign activity back into daily life, but because lots of things influence how much we move, we have to work collectively with different sectors (like planning, transport, education and community groups) to achieve healthier places.
  • We also want to work at different levels within different sectors. Some of our work tries to change policy, for example encouraging any planning decision made to consider the impact on the neighbourhood’s physical activity, whilst some of our work is at an individual level, working to remove some of the barriers lots of us face.
  • In order to redesign activity back into the places we live, work and play, we must work to influence each of these layers, within different sectors. This is complicated as all of these layers are linked to one another, and depend on context around the situation, which is constantly changing and out of our control.
  • This makes it very difficult to know what has created change. And the reality is that it won’t be one thing, it will be a combination of things, at the right time and in the right place. We accept that we can’t attribute change to our actions, it’s not that linear, but what we want to know is what is working, or not, and how we can do more of the things that are working.
  • Partners and stakeholders working within the wider GM reform system (ie council colleagues, VCSE, TfGM GMCA, HSCP etc)
  • Partners more directly involved in the delivery of physical activity (ie leisure sector colleagues)
  • Partners delivering the GM Moving ambition at a local level – (ie our delivery partners
  • National partners working on similar challenges around population physical inactivity
  • Funder (for example Sport England)
  • Deliver a c2 – 3 min animated video
  • Facilitation of meetings with the research team to take the initial brief through to scripting stage
  • Approach to creating an animation (ie working with us on the scripting process
  • The costs
  • The timescales involved
  • At least one example of the animation style that is recommended within our budget – preferably a link to a completed piece of work.

Aim: We want to remove the complexity and do more to help people who sit outside of the direct delivery of the GM Moving ambition, and are removed from the detail of the process evaluation, to understand the research programme that is in place.

We are also in the process of developing simple infographic to help aid understanding of process evaluation.

The animation is not primarily intended for a public audience (though the general public may view it). The primary audiences would be comprised of:

  • Partners and stakeholders working within the wider GM reform system (ie council colleagues, VCSE, TfGM GMCA, HSCP)
  • Partners more directly involved in the delivery of physical activity (ie leisure sector colleagues)
  • Partners delivering the GM Moving ambition at a local level – (ie our delivery partners
  • National partners working on similar challenges around population physical inactivity
  • Funders
